Explain how the media actually benefited the terror organization or promoted the desired effect by the terror group.

Write a 3–4 page paper addressing standard response methodologies through a discussion of the role of the media as it relates to reporting and disseminating stories related to terrorism.

  • Select one past incident where the media has served as a force multiplier for terror groups.
  • Explain how the media actually benefited the terror organization or promoted the desired effect by the terror group.
  • Select an incident where the media had a positive effect in minimizing terrorist effectiveness, and explain how or why.
  • State what you see as the role of social networking as it relates to both enabling terrorist activity and thwarting it.

To better understand the method of response involving observational theory you must consider the “Methods for Media Analysis.” One method used by the media is frame analysis. This method forms a theory of a cultural topic to shape our understanding of current happenings without firm evidence. This type of analysis indicates how a news event can be structured to emphasize certain aspects of an event and omit others.

Analyze how standardizing procedures and documenting steps can improve outcomes when performing a complex procedure.

Prevailing wisdom reinforces the fact that working in U.S. health care administration in the 21st Century requires knowledge of the various aspects of health laws as they apply to dealing with medical professionals. Further, because U.S. health care administrators must potentially interact with many levels of professionals beyond the medical profession, it is prudent that they be aware of any federal, state, and local laws that may be applicable to their organizations. Thus, their conduct is also subject to the letter of the law. They must evaluate the quality of their professional interactions and be mindful of the implications and ramifications of their decisions.

Nearly 65 million surgical operations were performed in 2015 in the U.S. resulting in an estimated 200,000 deaths from complications or other post-operative issues (Ghaferi, Myers, Sutcliffe, & Pronovost, 2016). Ongoing innovation in healthcare can improve patient outcomes. According to the Harvard Business Review article, The Next Wave of Hospital Innovation to Make Patients Safer, over the past several decades, there have been three distinct waves of surgical improvement: technical advancements, standardizing procedures, and high reliability organizing.

Assume the role of a top health administrator at We Care Hospital. You are interested in propelling the hospital to the next level by applying for the Malcolm Baldrige National Quality Award. However, you want to ensure surgical outcomes for patient morbidity and mortality rates. You begin by researching the Surgical Care Improvement Project (SCIP) aimed to improve adherence to quality protocols. You need to ensure the hospital policy is consistent with the law and that the hospital is correctly reporting Sentinel Events to the Joint Commission, a hospital regulatory agency.

Note: You may create and / or make all necessary assumptions needed for the completion of this assignment.

Write a three to four (3-4) page paper in which you:

  1. Analyze how standardizing procedures and documenting steps can improve outcomes when performing a complex procedure. Review the peer-reviewed journal article, The Next Wave of Hospital Innovation to Make Patients Safer. Articulate your position as the top administrator concerned about the importance of professional conduct and negligence in SCIP quality guidelines.
  2. High Reliability Organizing emphasizes the varying actions that can affect patient safety given that standardized systems ignore the fact that each patient is different. Ascertain the major ramifications when the health care team “fails to rescue” the patient. Identify what hospital policies should be in place and identify previous case laws.
  3. Analyze the four (4) elements required of a plaintiff to prove medical negligence.
  4. Discuss the overarching duties of the health care governing board in mitigating the effects of medical non-compliance as they apply to the rules of practice set forth in the We Care Hospital governing board’s manifesto.
  5. Use at least five (5) quality academic resources in this assignment. Note: Wikipedia and similar websites do not quality as academic resources.

Your assignment must follow these formatting requirements:

  • Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; citations and references must follow APA or school-specific format. Check with your professor for any additional instructions.
  • Include a cover page containing the title of the assignment, the student’s name, the professor’s name, the course title, and the date. The cover page and the reference page are not included in the required assignment page length.

The specific course learning outcomes associated with this assignment are:

  • Describe the sources of law in America, the relative legal procedure, and the related court system.
  • Examine the various applications of the law within the health care system.
  • Describe how advances in medicine have advanced quality in today’s health care system.
  • Analyze how such various applications of the law affect decisions in the development and operation of a health care organization.

As I stand here before you, my hope is to provide all fellow Americans with the understandings and assistance of the type of mission that is to be executed immediately. It is with great intentions and justifications as to why the United States government must proceed with restraining and confining any individual that has come in contact with the Ebola virus. This is a very serious and contagious disease, importantly speaking, protecting the overall public from the ill contents and harmful effects of this disease, is our chief duty. Ignoring the facts and averting any imposed strict guidelines to stopping the spread of this disease is detrimental, therefore we must act swiftly and treat all individuals suspected of having any type of contact or that has fallen ill. With that said, individuals will need to understand that they will be confined to isolation for as long as it takes. The matter of the circumstances is, that this country and abroad cannot continuously allow to place others at risk. Infecting innocent lives and putting our fine medical workers directly into harm’s way should not be, for these workers are at the front lines battling this deadly disease and if it takes to quarantine individuals, then it shall be. “False imprisonment is the unlawful restraint of an individual’s personal liberty or the unlawful restraint or confinement of an individual” … “Detaining patients without statutory protection can constitute false imprisonment. State health codes generally provide guidelines describing under what circumstances a patient may be detained” … “Healthcare organizations should establish protocols for handling patients who have contracted a contagious disease” (Pozgar, 2019, p. 62). The U.S. government does not take very likely the notion of having to quarantined individuals for no reason, America was built on freedom, we must always remember that, but when crisis arise, and if one needs to be detained, permission has been given legally so that further physical endangerment to others will cease. “Isolation and quarantine help protect the public by preventing exposure to people who have or may have a contagious disease. Isolation separates sick people with a contagious disease from people who are not sick. Quarantine separates and restricts the movement of people who were exposed to a contagious disease to see if they become sick. In addition to serving as medical functions, isolation and quarantine also are “police power” functions, derived from the right of the state to take action affecting individuals for the benefit of society” (Centers for Disease Control and Prevention (CDC), 2014). Federal, state and local authorities and administrators are essentially responsible for keeping the public’s health safe. Distributing duties and taking full control to contain the illness within respective state and county boundaries will be implemented. Executing policies on the onset of quarantining those infected or suspected of having been in contact by any means, does warrant a health concern and safety outlook for the general public. Avoiding further exposure and infecting others along the way is the right thing to do. Deadly contagious diseases are no laughing matter and ought to be dealt with immediately, isolation is a must, protecting, preventing and restraining further movements that is deemed a threat to the public is relevant. The administration has been in daily contact with the Centers for Disease Control and Prevention (CDC), they are highly aware of the situation, and have been providing expert responses to the around the clock monitoring, I am assuring all citizens of this nation that we will not fail anyone but prevail from this crisis. “the United States has excellent infection control procedures and facilities. Among those facilities is a network of quarantine stations, where the CDC can legally detain or order quarantine for anyone who may have been exposed to cholera, diptheria, infectious tuberculosis, plague, smallpox, yellow fever, SARS, new strains of flu, or — relevantly — viral hemmorhagic fevers like Ebola” (Friedman, 2014).

Students will select an organization that has a homeland security mission. Remember this is an organization not a subject/topic or mission.

This assignment consists of conducting detailed research and analysis on a specific organization that has a homeland security mission and writing a strategic plan for that organization; taking it from where it is today to where it needs to be in three to five years from now. Remember, this is not an Emergency Operations Plan, nor an Emergency Response Plan, nor an Incident Action Plan. It is a strategic planning document designed to frame a long-range planning effort for the organization’s success. You basically want to plan on how to take the organization from where it is today to where it should be 3-5 years from now.

The Strategic Plan Project for this course requires students to apply the knowledge and concepts learned to a real-world work environment to develop a strategic plan for a homeland security organization.

During this course, students will learn how strategic planning enables homeland security organizations to establish strategy, make decisions, allocate resources, and manage programs safely, effectively, and efficiently. Students will examine the basic strategic planning requirements that all homeland security organizations must complete: prepare to plan; establish mission, vision, and core values; assess the situation; develop goals, strategies, initiatives, work plans, and objectives; and complete the written plan.

There are three graded components to the project. Students will be provided with a sample Strategic Plan and must use that sample plan EXACTLY as a template when submitting their assignments. Failure to use the provided Sample Strategic Plan as a template will result in that assignment being returned without being graded. The late policy will apply after that. Students must submit the following project items for grading:

Chapter 1: Introduction

The Introduction must contain the following items:

  • Cover Page
  • Working Table of Contents
  • Body of Chapter (5 pages of narrative) comprising:
    • the background
    • the statement of the problem
    • operational definitions
    • the significance of the study
    • Chapter Summary
  • References Page

The body of this chapter requires five full (5) pages of narrative, which does not include photographs, bulleted lists, or other inserts.

Research must be conducted for this introduction (see Research below under “All Chapters Information”). The research must be cited using APA format, with accompanying References listed on a References page at the end.
